The Philippine government requires all foreign companies who want to hire Filipino workers to go through the Philippine Overseas Labor Office (POLO) and Philippine Overseas Employment Administration (POEA) verification and accreditation process (POEA).

Registration
- Request for registration in a letter (original & photocopy)
- Verification of a Special Power of Attorney, a Recruitment Agreement, or a Service Agreement (original and photocopy)
- POLO verified the manpower request (original and photocopy)
- POLO verified the master employment contract (original and photocopy)
- The principal’s valid commercial registration or business license (2 photocopies)
Accreditation
- Request for Accreditation in a Letter (original & photocopy)
- Signed Special Power of Attorney, Recruitment Agreement, or Service Agreement at the nearest Philippine Embassy/Consulate (original & photocopy)
- Manpower request that has been verified (original & photocopy)
- Master employment contract that has been verified (original & photocopy)
- Depending on the situation, a visa assurance or a equivalent document (original or photocopy)
- The principal’s valid commercial registration or business license (2 photocopies)
- Completed and signed job order forms (3 copies)
- Additional Requirements for Foreign Placement Agencies (FPAS):
- Request for manpower from the direct employer/s (original & photocopy)
- Contract of employment with a direct employer/s (original & photocopy)
- Certificate of pre-qualification (if hiring HSWS)
- Depending on the situation, a visa assurance or a equivalent document (original or photocopy)
For Renewal of Registration
- Confirmation of the Special Power of Attorney, Recruitment Agreement, or Service Agreement’s validity (original & photocopy)
- Request for revalidation of job order balance or verified manpower request (original & photocopy), as applicable
- Contract of employment (original & photocopy)
- The principal’s valid commercial registration or business license (2 photocopies)
- Certificate of pre-qualification that is valid (for FPA hiring HSWS)
For Renewal of Accreditation
- Validity of a Special Power of Attorney, a Recruitment Agreement, or a Service Agreement is confirmed (original & photocopy)
- Request for revalidation of job order balance (original and photocopy) or authenticated manpower request
- A contract of employment (original & photocopy)
- The principal’s valid commercial registration or company license (2 photocopies)
- Visa assurance or an equivalent document (original or photocopy), depending on the situation
- Certificate of pre-qualification that is current (for FPA hiring HSWS)
- Completed job order forms (3 copies if necessary)
How to Register/ Accredit Landbased Principals/Employers
1. At the designated window on the 2nd floor of the Landbased Center (located at EDSA Corner, Ortigas Avenue, Mandaluyong City), submit your documentation.
2. Within seven (7) working days, you can check the status of your request at the Releasing Counter.
• Release of the original copy of the manpower request and master employment contract with registration stamp, as well as the rest of the original copies of the documents provided.
• Principal Accreditation releases the original copy of the accreditation certificate, the authorized job order forms, and the master employment contract with stamp of approval, as well as the remainder of the original copies of the papers provided.
• Release the Notice of Deficiencies if the standards are not met.

In having a recruitment agency, it is not only the agency that is required to have a license, the principal/employer needs to be certified also. It is to ensure the legitimacy of the agency wherein the information of the principal, both personal and employer details are recorded in the system of POEA.
