What is POEA?

The Philippine Overseas Employment Administration (POEA) is a government agency and attached office of the Department of Labor and Employment (DOLE) that is responsible for opening and managing the country’s overseas employment program. It is the main government agency that is mandated to monitor and supervise overseas employment processes.

History

POEA was first established in 1982 through Executive Order No. 797, instituting them to promote and oversee the overseas employment of Filipinos. It was then reorganized in 1987 through Executive Order No. 247 to reinforce policies and components to regulate their programs and protect Filipinos. Its core functions include industry regulation, employment facilitation, worker’s protection, and general administration and support. These core functions are thrusted in its programs, which include:

  • the continuation of its agency education and performance evaluation system,
  • implementation of comprehensive case management programs,
  • facilitation of deployment,
  • global mapping and profiling of OFWs,
  • preventive and remedial intensification of the Anti-Illegal Recruitment (AIR) campaign,
  • implementation of incentive and protection programs for victims and witnesses of illegal recruitment, and;
  • provision of on-site remedies for OFW complaints, among others.

On December 30, 2021, President Duterte signed the Republic Act. No. 11641, creating the Department of Migrant Workers, hence elevating POEA as an executive agency. By the same law, it now oversees policies, programs, and other projects of seven offices of DOLE, including the Office of the Undersecretary for Migrant Workers’ Affairs (OUMWA) of the Department of Foreign Affairs (DFA), the Philippine Overseas Labor Office (POLO), the International Labor Affairs Bureau (ILAB), the National Reintegration Center for OFWs (NRCO) and the National Maritime Polytechnic (NMP) of the DOLE. The Overseas Workers Welfare Administration (OWWA), formerly an attached arm of DOLE, was transferred as an attached arm of POEA, with its concurrent Chairperson being the Secretary of the newly-created department.

The POEA is the government agency responsible for the administration of overseas employment programs and policies while safeguarding the rights and welfare of Filipino workers abroad.

It aims to bring together its partners and stakeholders from the government, the private sector, and the Filipino people, in order to facilitate the generation and preservation of decent jobs for overseas Filipino workers, promote their welfare and security, and advocate for their smooth integration to the Philippine and greater society.
